If a country has a diplomatic relationship with America but does not participate in The Hague Service Convention, process servers can use Letters Rogatory to complete service within 6 to 12 months. Private process servers are able to deliver papers in international countries only where laws don’t restrict such a method of service.  This is an excellent option for time-sensitive cases because papers can be delivered in six to nine weeks or expedited with extra payment.  Only a certified private process server can determine if private service is appropriate, as many U.S courts feel that formal methods should remain the exclusive means of service.
